EarthCaller, by Jaduka Labs, offers unlimited free calls to USA/Canada. It is completely free while in beta development phase. No money, no strings, no gimmicks, no commercials to listen to.

Its is very important to know from which country you live to answer this question.And at the same time its important to know to which country you want to talk to..Skype is offering free calls to PC TO PC as you said.
There are several VOIP providers who offers free trial minutes ( there are some companies offering 60 minutes trial calls as well ) as a promotions.Pingo,Rebtel etc are among them.

They are all “FREE” if you call other subscribers. But in order to simply make a call to anyone anywhere, they charge a fee.
