Why does it take so long to port a number to voip?

I would like to port my number from one provider to another. The receiving provider says it takes as long as the sending provider take to port it and the sending provider says they have nothing to do with the porting and it’s all up to the receiving provider? Who’s right?

    I got Packet 8 and it only took 3 weeks…there is nothing U can do but wait..U can’t stop it now, just wait a little longer…its worth it! I love my VoIP, I will never go back to BELLS!
